Does cooler CPU temperature affect performance?
Conditions such as heat, cold, dust and excessive humidity all can damage and lessen the performance of a computer. External and internal temperature especially cause fluctuations of performance, although a computer is more vulnerable to heat than to cold.

It could be coil whine, which is the whirring sound that comes from a graphics cards fans. Unless you have high GPU temps (see GPU-Z), then there is no point getting more case fans. Even then the benefits will be minimal. Just so long as you have either a neutral or positive air flow configuration you should be fine.
